This error should be resolved by:
1. Open Microsoft Internet Explorer.
2. Click Tools.
3. Click Internet Options.
4. Click on the Advanced tab.
5. Uncheck "Check for server certificate revocation".
6. Click OK.
7. Restart Internet Explorer.
